What Today's Forecast Actually Shows

At 7:35 a.m. central time today, Chicago's UV index reads a low 0.2. By 1 p.m. it is forecast to climb to a peak of 7.8, sliding back toward zero by early evening [1]. On the National Weather Service's own five-band scale, that midday peak sits inside the Very High range (8-10), one step below the top of the chart [2]. It is the kind of reading residents associate with Phoenix in July, not a Midwestern city known for grey skies more than clear ones.

That gap between a city's sun reputation and its actual UV numbers is not a fluke of one August afternoon. It is a predictable pattern, and it is worth understanding before the next partly cloudy day rolls through.

The Reputation Gap

A 2023 survey of more than 2,200 regular sunscreen users, published in Food and Chemical Toxicology, found that people mostly reach for sunscreen when they are planning at least three hours outdoors on a day that looks sunny [6]. That threshold works reasonably well in Miami or Phoenix, where the sun is rarely in question. It works badly in a city like Chicago, where a UV index of 7.8 can arrive under a hazy, half-clouded sky that never reads as a beach day. The same survey found that only 13.5 percent of respondents use sunscreen daily, and 11 percent reported not using it at all [6]. Those numbers are not a Midwest-specific statistic, but they help explain why a genuinely high-UV afternoon in a low-sun-reputation city can pass with almost no one reapplying anything.

Why Not Sunny Does Not Mean Not Exposed

The underlying error is a sensory one: people judge UV exposure by how bright a day looks, and cloud cover changes brightness far more than it changes UV transmission. Overcast skies can still let through up to 80 percent of the sun's UV radiation, according to a review from McGill University's Office for Science and Society [3]. Clouds are considerably better at blocking visible light, the wavelengths your eyes register as dim or bright, than at blocking the shorter UV wavelengths that cause sunburn and long-term skin damage. A hazy, softly lit sky can carry nearly as much UV load as a cloudless one, even though it looks and feels like a lower-risk day.

The Cloud Enhancement Effect

It gets more counterintuitive still. Ground-based UV monitoring going back to a widely cited 1996 study by McKenzie and colleagues has documented what researchers call the cloud enhancement effect: under broken or scattered cloud cover, reflection off the sunlit edges of cumulus clouds can briefly push surface UV above what a completely clear sky would produce [4]. Researchers describe this using a cloud modification factor, where 1.0 represents clear-sky UV levels. Heavy, unbroken overcast can push that factor below 0.1, cutting UV to a small fraction of clear-sky levels, roughly equivalent to the protection of SPF 10. But scattered or broken clouds, the kind that produce a bright, partly hazy sky rather than a flat grey one, can occasionally push the factor above 1.0, meaning more UV reaches the ground than on a cloudless day [4]. Chicago's forecast today, moving from thin morning cloud toward a partly cloudy midday, is close to the pattern where this effect shows up.

Reading the UV Index Scale Correctly

The National Weather Service breaks the index into five bands: Low (1-2), Moderate (3-5), High (6-7), Very High (8-10), and Extreme (11 and above) [2]. The agency's guidance shifts meaningfully at each threshold. At Moderate levels, it recommends a hat, sunglasses, and SPF 30 or higher. At High and above, it recommends reducing time outdoors between 10 a.m. and 4 p.m. and adding extra protective measures [2]. The Centers for Disease Control and Prevention sets its own floor even lower, recommending broad-spectrum sunscreen of at least SPF 15 whenever the index reaches 3 or higher, and it explicitly notes that UV rays reach the skin on cloudy and cool days, not only clear ones [5]. A forecast peak of 7.8, whatever the sky looks like at 1 p.m., sits well past both of those thresholds.

Why Habits Lag Behind the Forecast

None of this is really about Chicago specifically. It is about any city where sun protection habits formed around visible sunshine rather than the actual UV index. The CDC's guidance does not distinguish between sunny-city skin and cloudy-city skin; the recommendation to check the daily UV Index forecast applies everywhere the index is published [5]. The gap is behavioral, not geographic: a Phoenix resident checks the UV number because the local culture has trained them to, while a Chicago resident on a hazy August day may not think to check it at all, even when the number briefly runs higher than a typical Phoenix afternoon.

A Practical Routine for Partly Cloudy High-UV Days

The fix does not require tracking cloud enhancement research day to day. It requires treating the number, not the sky, as the trigger:

  • Check the local UV Index forecast in the morning, the same way you would check rain chance, regardless of what the sky looks like out the window.
  • Treat any forecast peak of 6 or higher as a reapplication day: broad-spectrum SPF 30 or higher, reapplied roughly every two hours during the peak window.
  • Do not downgrade protection on a hazy or partly cloudy day. A softly lit sky is not a reliable signal that UV exposure is lower.
  • Pay closer attention on days moving between thin cloud and broken cloud, since that transition is where the cloud enhancement effect is most likely to briefly exceed clear-sky UV.
  • Reapply after exposure to reflective surfaces such as pavement or water, which add to the UV load independent of cloud cover [5].

Chicago's 7.8 today will fade by evening, and tomorrow's peak may look nothing like it. The broader point holds regardless of the city: the number on the forecast, not the amount of visible sun, is what should decide whether sunscreen goes on.
